    The late 1990s have been a time of significant mergers. Many of these have been allowed in the belief that the cost savings were more significant than the dangers of increased concentration. A very few have been blocked, or modified, to prevent what was deemed as dangerous increases in concentration.

    The last 20 years or so have been a time of great technological change and innovation. Some of it has, indeed, come from large corporations such as Bell Labs and IBM, but much has also come from small operations such as the early Apple Computer and Netscape.

    Whatever one's point of view, determining the policy or lack of policy that will best enhance competition and innovation is not a simple matter.
