Even though our consumer can afford any bundle on or beneath the budget constraint, we can safely assume that she will choose a bundle on the constraint, not underneath.

    We suppose she made her choice about how much income to save and how much to spend on consumption prior to deciding how many soy burgers and tofu dogs to purchase. Thus, if she doesn't spend all her money on these two goods, placing her bundle on the constraint, she won't be maximizing her utility. (We also use a budget constraint framework to analyze the consumption/saving decision).
