Suppose the price falls to PA2 (after all, suppliers don't necessarily know where the demand curve is, they just know that they either have a shortage or a surplus). While this price is lower than PA, it is still above the equilibrium; and the quantity QS2 is still greater than QD2, but the size of the surplus is considerably smaller than when the price was PA.
