Suppose, a decision is reached that air pollution must be reduced by 50% in an area. Also suppose, we can define an airshed as an area in which air mixes freely. That is, pollution generated at any point within an airshed will be more or less equally distributed throughout. The problem of properly defining such regions is quite complex, but for now let's suppose that problem has been solved.

   One simple way to reduce pollution by 50% is to have each firm in the airshed reduce its pollution by 50%.
