The payoffs in this game are in terms of utility or satisfaction and we can think of Player 2 as everyone other than Player 1

   It should be clear that littering is a dominant strategy (by this we mean disposing of trash in public places and also not properly recyclying even if trash is put in a trash recepticle). However when both players follow their dominant strategy things are worse for both, they earn payoffs of 5 and 6 respectively. Yet if if they could have cooperated and agreed to recycle they would earn payoffs of 9 and 9.
